Or u could try use the people as a blury foreground, by using slow shutter speed and filter (if needed)

i would prefer taking multiple photos and removing people in post or go long exposure with my ND if i feel adventurous

ahhh the slimy gaijins with bulky gears poking to us locals on trains and goto places….

I usually just throw on all the NDs I have and do a super long exposure. Either you don't see the pople at all, or they become a beautiful sea of motion, with each person looking like a wave crashing at shore.
